Are you asking what the probability is of:

- selecting a set of seven cards from a deck of 73
- replacing them (and shuffling the deck)
- selecting the same set of seven cards from the deck of 73?

The probability of that is:
1 / C(73,7)
where C(73,7) is 73! / (66! * 7!)
