Tom, those personalized stamps are just a part of the P.O.'s attempt to keep people mailing letters--
Email, as you mentioned, which I left out, is of course a huge part of it.

For .39 cents I was given my druthers between "Lady Liberty" and "Avian Flu".

Well for sure, the stamps now cost 39 cents!
Congress apparently declared that the USPS must run a surplus, hence the rate increase. This time, it wasn't because of an expected shortfall.
One of Congress's less scrutable decisions, IMHO...
It's going to, probably the beginning of Feb., but as of yet it has not gone up.
It's already 39 cents to mail a letter.
