Simple question regarding phpBB static URLs mod_rewrite 1.0.

Now, would this be the .htaccess and robots in the root directory of the website hieracy, or in root of the PHPBB forums folder? I ask because I have my forums on a different server hieracy then the site itself. (Because I use Cpanel software, and it creates the forums directories in the root of where my server address is...)
