I can only surmise what you might possibly mean by this, or what laws where you are might look like to justify your saying this.
Here sexual assault is sexual assault no matter who does what to whom with what.
That male culture might cause males to be even more reluctant to come forward than women and kids are (presumably for fear of looking "weak" and un-masculine...which is a surmise supported by what the male sexual assault victims I have worked with have said....but males would know better than I on this point ) is not really an issue that sexual assault laws, as such, can address.
Given the number of sexual assualts that occur in prisons, the other big factor preventing men from reporting sexual assault is the prison culture of retribution via severe beatings, being especially targeted for sexual assault, or murder, for reporting anything to the authorities.
Anyhoo, most males get sexually assaulted by other males.
