A boat has a ladder hanging off the side that has six rungs. Each rung is one foot apart. The bottom rung is one foot from the water. The tide rises at 12 inches every 15 minutes. High tide peaks in one hour. When the tide is at it`s highest, how many rungs are under water?

I'm seeing a trick where I don't think there is one... after an hour, the tide is lapping at the 4th rung from the bottom.
(Alexandra, one foot = 12 inches.)

It's a boat. When the tide rises, so will the boat because boats float. No math invloved.
