How could be possible to have the extension like the title?

Hi I saw a forum phpbb and they don't use the extension
used in the mod rewrite
about forum topic
as the final extension of their pages but the title.

If the page has a title like

<title>web development</title>
the phpbb generates a page like this

web-development-vt345.html

about345.html (mod rewrite)
