need advice for legality of fundraising website

I have been planning to start a fundraising website & I'm not entirely confident that this application is legal. I'm pretty sure it is, but I can never be too careful. My idea involves giving a portion of the website's earnings back to a contributor. Any help is greatly appreciated.

If you are opearting it as a charity you need to get professional help from an attorney and accountant. Well if you are not you still need to either way.
