Does anyone recognize this Family cult member?

Hello,
I investigate cults in Czechia and we have a person which was a member of the Family between the end of 70' until now. He was in US, Philipenes, he is originally German and goes by names like Manfred Franke, Dave Newman and other. Please, it would help a lot if anyone knows him or recognizes him. He is 75 now.

He is leading the biggest ngo for helping children in our country! Please help
