Could the U.S. Government order Elon Musk to make Starlink available to Ukraine?

They could charge him with interfering with the powers of the State Department and policy.

In theory, but the reality is that there is not the political backing to essentially nationalize a US company to support another country's war. More likely that US would pay for Ukraine's service.
