Tankless R/O system flow rate. Can it keep up?

It has a flow rate of 0.4 gpm. So does that mean it cannot keep up to a 3.5 gpm pressure washer? Will it struggle when one person is running the shower while the laundry is running? Can I fill a 100 gallon tank in my cleaning truck while others in the house use water? Am I wasting my money buying this system?
