Brine tank water blue

We have a softener clear plus culligan. There was no soft water so i looked into the brine tank. There was still salt but the res-care jug near the top of the brine tank had a constant flow of water into it causing Res-care to overflow out into the brine tank. The res care jug is now full of nothing but water and the water in the brine tank is totally blue from the res-care.
