Putin approved a 31-page foreign policy doctrine laying out broad aims to protect and advance the values and interests of the “Russian World.” Among the doctrine’s tenets are strengthening the global perception of Russia, promoting Russian traditional culture and values and bolstering ties with countries including the Slavic nations, India and China. By supporting Russians abroad, “Russia strengthens its image as a democratic state in the international arena, striving to form a multipolar world and preserve its cultural and civilizational diversity,” the document read.

The new policy says Russia should increase cooperation with Slavic nations, China, and India, and further strengthen its ties to the Middle East, Latin America and Africa.

It said Moscow should further deepen its ties with Abkhazia and Ossetia, two Georgian regions recognised as independent by Moscow after its war against Georgia in 2008, as well as the two breakaway entities in eastern Ukraine, the self-styled Donetsk People's Republic and the Luhansk People's Republic.

Ukraine launches surprise counterattack in Kharkiv region

An official representing the Russian-controlled Donetsk People’s Republic said on Tuesday that Ukrainian forces “encircled” Balakliia, an eastern town of 27,000 people situated between Kharkiv and Russian-occupied Izium.

“Today, the Ukrainian armed forces, after prolonged artillery preparation … began an attack on Balakliia,” Daniil Bezsonov said on Telegram.

“At this time, Balakliia is in operative encirclement and within the firing range of Ukrainian artillery. All approaches are cut off by fire,” he said, adding that a successful Ukrainian offensive would threaten Russian forces in Izium, a strategically important town that Russia has been using for its own offensive in eastern Ukraine.

Unverified footage circulating on social media on Wednesday showed what looked like a Ukrainian soldier posing in front of an entrance sign for Balakliia.

Analysts have said that the initial target of the offensive could be the city of Kupyansk, a key road hub for Russian supplies heading south from the border into eastern Ukraine.

Russian leaders have held out the prospect of negotiations with Kiev shortly after military defeats in the Khardiv region. "Russia does not reject negotiations with Ukraine, but the longer the process is delayed, the harder it will be to reach an agreement," Foreign Minister Sergei Lavrov said on state television today.

He's already indicated to the Russians what he will and won't accept and he stated he's firm on that. He will not relinquish one person who doesn't want to be under Russian rule. Why should he surrender anything?

At the moment, Putin is being criticized unusually harshly, and Russia's nationalists in particular are showing their anger.
One reason or cause for criticism: while Russia's troops in the Donbass were losing one locality after another, Putin, who is the sole commander-in-chief of the Russian armed forces, was in Moscow inaugurating a Ferris wheel and a sports center to mark the 875th birthday of the Russian capital.

The news I've been seeing is that most Russians-on-the-street support Putin and think the Ukrainians deserve what they're getting. They're believing his lies. I've only read of a very, very few who who remain in Russia and are criticizing him. Fifteen years in jail is a great deterrent. He's also the cause of the biggest brain drain in that country in recent history.

All you have to do is look at the mysterious deaths of those oligarchs to see into Putin's dark soul. He's a psychopathic egomaniac.

Ramzan Kadyrov is normally regarded as a close confidant of Russian President Vladimir Putin and a man for the rough stuff. But now the president of the Chechen Republic has been unusually critical of Putin's army. Apparently, Kadyrov fears that Putin does not understand the seriousness of the situation.

Not only do various military bloggers increasingly view the withdrawal of Russian troops as a disaster, but some local politicians have also voiced criticism.

Seven councillers from a district of St. Petersburg had already expressed similar views, referring directly to the war, which they see as the reason for Russia's massive economic problems.

I heard the anti war voices were silenced.

These are the right wing tub thumpers who have supported the war from the off, they want it to be called a war so more troops can be conscripted.

They are critical of the military performance.

And of Putin who was opening a Ferris wheel in Mosviw when this was all happening.

Yes, but only a few months ago such action would be unthinkable.

Putin is losing the confidence of his base, the pro war lot who wanted to invade all along.

They're the ones criticising him, not the opposition , they've been silenced.

The narrative has shifted to a sense of alarm over the rapid progress of Kyiv’s forces, even in Russian state tv.

They are only individual voices and certainly not a sign of an overthrow.

Nevertheless, it is remarkable how the councillors in Moscow and St. Petersburg dare to go public. Some are even calling for a treason trial.

I heard conscripts and new volunteer groups are refusing to go to Ukraine.

I think it will get worse in Russia before any improvements happen.

His critics want him to declare war so he can mobilise troops and force them to fight.

I think Putin will do that eventually, and his critics will placated for the time being.

State TV is also pushing a narrative of a mob of vicious fighting groups filled with foreigners, CIA operatives everywhere and American weapons wielded by US special ops troops to explain their setbacks instead of patriotic Ukrainians.

Russian soldiers are coming under further pressure in the face of the Ukrainian counteroffensive in the northeast of the country.
Following their defeat in the region near Kharkiv, according to Ukrainian sources, Russia's troops are now also withdrawing from the first locations in the neighbouring region of Luhansk.

Vladimir Putin is scheduling a partial mobilisation of his troops - and staging referendums in eastern Ukraine.

The war is entering a new, risky phase. More risky than anything (with the exception of the Cuban Missile Crisis) in the so-called Cold War.

That's my take as well. Hold a referendum saying these areas are now part of Russia, then claim Ukraine is attacking Russia, then mobilize the troops. The question is how the Russian public will take the mobilization.
