Computer noise Help

Hello all I just bought a V2 Premier Intel P4 2.8GHz 17" LCD Flat Panel ... and it works amazing, however it is very loud. I mean, it sounds like the fan, and I have seen some advice that says to clean the fan to lower noise, but this didn't work in my case. It a loud blowing/humming sound if it is there because the computer works so hard and needs to keep cool thats fine, but if there is a solution to quiet it down please let me know thank you in advance!

There are ways to make the computer quieter, but most of them are not recommended unless you know your way around inside a computer. The best way is probably to replace the stock cooling on the CPU (which is likely the loudest of the fans) with a quieter one such as Zalman, Arctic Cooling etc.

Sometimes it's possible to limit the fan speed inside the bios settings (usually accessed through pressing delete or some other key during the early stages of the startup). This will make the CPU warmer, though, and potentially reduce its life expectancy. However, CPUs tend to grow obsolete before they break anyway.
