Find this movie please

So I think it opens with a guy with curly hair smoking looking up at the camera and an ashtray full of cigarette butts beside him, next thing I remember a guy with glasses and a girl go to a hawaiin party and the guys gets really drunk, in the meantime the curly haired guy or his buddy steals guy with glasses convertible and when he leaves the party and sees his car gone he just collapses drunk (comedic), it then shows this short hair girl sitting with her parents and waiting on curly hair guy, her parents seem old and disapproving, but she goes out anyway and gets murdered by curly hair, think her blood is all over a TV set, very little talking in this movie from what I remember or explanation, but I'd love to see it again, this was early 00s it was on TV. That's about all I remember.
