Hearing claps simultaneously and not simultaneously

Here are 2 ships passing each other...
Ship1 with Joe, Sally, and Fred is viewed as being at rest.
Code:
Joe----------Sally----------Fred
<----- N------------------T

Sally is at the exact midpoint of Joe and Fred. Sally has a light. Sally turns on her light. When Joe sees the light he claps his hands. When Fred sees the light he claps his hands.

According to the observers on ship1, Sally hears the claps simultaneously.
According to the observers on ship2, Sally hears the clap from Joe before the clap from Fred.
So which ship is correct? Both ships are correct.
