need help with internet explorer security settings

I'm trying to set custom security settings in Internet Explorer but having some trouble. When I go to the security settings in "TOOLS/internet options/security" there are 4 tabs labeled "internet" "local intranet" "trusted sites" and "restricted sites". When I try to set custom levels in the first tab "internet" the Custom Level tab is grayed out and disabled, I cannot click on it. I should note that I CAN set custom levels for the other zones just not this one. I tried searching the internet for this problem and came up empty. Anyone know how to fix this so I can set a custom level? I'm almost certain this is why I keep getting the message "your current security settings prohibit running ActiveX controls on this page, as a result the page may not display correctly" whenever I go to use MY DOCUMENTS, or any other page thats viewed with internet explorer.

I'm using the latest internet explorer and running Windows 2000 Professional. Any help is appreciated!

More information about your settings and configurations would be available to us if you were to post a HiJackThis log. If you do download HJT, place it in a folder of its own either in your Programs folder, or, preferably, directly on your root drive. When running HJT, do so with no other browsers, windows, folders, applications, or clients open or running. Open the program when you are ready, click "Scan" (DO NOT HAVE HJT "FIX" ANYTHING YET) and when it has completed, click "Save Log", then post that log here. Mebbe somebody will spot something in your log that could assist in pinpointing and resolving a hidden problem.

Like I said...it just won't let me set a custom level for the Internet option.
I installed this same Windows2000 disk on my other computer and on that computer it lets me set a custom level so something is screwed up on this one. thanks for the help
