Title of old film needed, tiny woman in a cage

Hi, I'm trying to think of an old black and white film I once saw on TV, in one scene there is a tiny woman inside a small cage on a table in a room, through the wicker-work she can see what is happening, a man enters the room, curious, he opens the cage to see the woman there, they converse, in a later scene the woman is carried by a gentle-giant type figure, he and several others are all fleeing from something (maybe a Circus), any ideas ?
