A software engineer generally writes programs.

A Systems Analyst can have any of severl functions but the most common is assiting users in using the software to do their jobs and gathering functional requirements which they turn over to the software engineer for the software to be expanded or modified.

The Systems Analyst has to be able to understand the business processes and goals and translate that into technical requirements. The Software engineer has to be able to take those technical requirements and create software that meets them.
