Movie about a serial killer in prison that manifests brain worms.

I am looking for a movie from the range of about 1999-2005. For the life of me I cannot remember the title. I remember that there weren't well-known actors and can probably safely assume that it was a TV movie. It started where a violent serial killer from Mexico was caught and taken to prison. In prison he meets up with a psychologist. I recall that the psychologist spoke to the prisoner at a glass wall on a telephone and the next moment, he manifested a brain worm right in front of her, through the glass wall. There was also a scene where he ends up killing another prison inmate with the brain worm. It eventually ends up where; he opens up to the psychologist, telling her that he had this/these abilities since childhood and his father abused him horribly as a result of it and this is why he became such a violent serial killer.
