I thought of making a little lottery at my site to try to attract people. It starts out with 1 dollar and as people buy 25 or 50 cent ticket things (I post it on an announcement everyone can see so you don't get a physical ticket) I pick six numbers from a hat. If someone buys one ticket, the $6 total goes up to 6.25 or 6.50 depending on how much the ticket was. Winners split up all the money. If it gets popular, I will change it so I make a little money to keep it going. I will make the total go up something like .20 for a 25 cent ticket. Before I started this, I was wondering if it is legal. Is it? Even if people are wondering if it is a scam, I would try putting in 25 cents to see if it is actually real.
Although I can't back up my answer, no, it's not legal. Anything that involves gambling or money for money issues (esp. for personal gain) is heavily regulated - such endeavors involve state approval. If you cross state lines, perhaps more so.
I will be interested to see what more erudite responses have to offer.
Gotta go with bermbits here - I'd say such a scheme - requiring monetary input for participation in a chance drawing - likely would be in conflict with several laws, both state and federal, particularly if the scheme were to be set up in such fashion as to generate profit for its operator.
