Help - Looking for a program

I am looking for a program that can create installers for a program, such as the installation and packaging wizard included with Visual Studio. The requirements for the program are:

1. Cross-platform so just one installer needs to be created that will work on all OS's. So a Java based installer maybe.

2. Free

So far I've found a list at the following site:

If you want it to be platform independent, a JAVA based installer is all you're gonna be able to find...
