ctrl-alt-dlt???

I have noticed that lately when I push control+alt+delete to bring up the active programs window, I am not getting the window I used to get. I used to get the window that had the tabs so I could check my computer usage, and active programs and all that stuff but now whenever I use the ctrl+alt+delete all I get is the Processes tab. There is no status bar or any other tabs or any other kind of windows available, just this one. I'm not sure why it is doing this but it is kinda annoying cause when I want to check to see if a program is no longer responding all I can do is guess and use the end process button. I cant even get out of the window without having to use the esc button, not even a red X to use. any info on what this may be or how I can fix this would be greatly appreciated, thanks.

Double-click the border of the Task Manager (where the red-mark is present).
