"Claude Chappe was an engineer and cleric who invented a device known as the semaphore visual telegraph, an optical signaling system especially important during the French Revolution."
This statue is supposedly having been in Rouen, France?
Yes Claude Chappe is correct Francis, but the statue was
standing in Paris - as cicerone said.
It was erected in 1893, at the intersection of
Boulevard Saint-Germain and Boulevard Raspail.
Since it was a copper statue it was melted down
for ammunition during WWII, and never replaced.
