It was a close finish, but I'll give it to Piffka who gave the more specific response. It is the ruins at Carthage, Tunisia.

I just saw this photograph (okay, a framed copy of it) while waiting outside a judge's chambers. It's supposed to be a famous picture. Perhaps we'll find out "how" famous.

Where are we? What train are we looking at? And who took the picture and when?

I think this might be difficult. <hint: the original photograph is not in color; this is a lithograph>
