I think it's somewhere English - perhaps one of the universities.

Although that smidgin of advertising sign makes it look a tad like a railway station.

Clue? The statue is better known photographed from other angles of course, and is of Neptune or Poseidon.

The church doesn't seem to have a town attached, yet there's what appears to be a large chimney in the background.

Norwich? No, I dont think so, the cathedral there is surrounded by old buildings.

A country church- with a chimney? Unlikely.

The countryside appears low-lying and wet, suggesting east England.

I guess Cambridge.
