It's the townhall in Ochsenfurt, a medieval town near Würzburg.

Right, although I didn't go really to Munich.
(Würzburg is a bit northern; Ochsenfurt is south of it. [Both on the river Main, and in a famous wine region. - The head on the clock is said to be done by Riemenschneider [or his school].)

The tornado in question is known as the Mulvane Tornado.

My first source cited Wichita, NE. But there's more pictures of this tornado being in Mulvane ( maybe it's the same).
Mulvane is about 20 miles south of Wichita.
What/where is this?
