Actually, he's talking about population growth. What he is saying is that if it's far more likely for poor people's kids to make it past the baby stage, and those same parents have access to birth control and they know how to use it, that those parents generally won't try to have five, six, seven kinds because they won't need several spare children just to make sure that one survives.

Vaccines save lives. I'm not going back to the days of polio scares and hey, everyone gets scarred by smallpox and let's weed out the kids we don't like by making sure they get mumps and diphtheria and measles.
