Are you are to confirm to me if the following sentence is correct?

Please make sure that you water the plant in flat 142 every morning from Monday-Friday

Yes it is correct.

Your first sentence, however, is not. You ought to have written: "Are you able to . . ." I suspect you just made an error, and that you knew this.
