It may have been false, it may have been inaccurate, but no, it wasn't "fake news". There's no evidence that it was deliberately concocted to sow misinformation or attract increased readership or online sharing. Since none of the other 13 agencies disputed the finding, it's hard to see it being anything other than carelessness. The fact that the right is still referring to this non-story as some sort of "smoking gun" in the face of overwhelming evidence of Russian meddling and interference reveals how desperately afraid they really are!
