Realistic information and ranking about countries

According to you, what are the countries/parts of the world that have the most profitable factor between cost of living and quality of life?

I mean :
- safe enough
- where an european (euros earned) could live very decently even with less that 1000 euros a month.
- with broadband internet access available.
- With clean cities and nice countryside.

I've started with the numbers found here but I didn't find them very realistic :
