I have an HP laptop. Why is it that when I go to a new page, I cannot scroll with the arrow keys unless I first move the cursor arrow and then touch my pad?
@Glennn,
I'm not sure I understand your question.
@Glennn,
Well what I mean is . . . hey wait a minute. How the **** could you not understand the question? You're me!
And what did I tell you about talking to me in public like this? Gives people the wrong impression of us--I mean me.
@Glennn,
Sorry. Just making conversation.
@Glennn,
God! You ****ing did it again! That's it. You're on ignore.
@Glennn,
You can't put me on ignore as if I don't exist. Tell you what, you take me off ignore or I'm going to start telling things about you that you've kept even from yourself. But I remember. So . . .
@Glennn,
Alright, you're off ignore.

This happens on my work computer (sometimes) as well as my home laptop. Can't answer on the whys ... but it is annoying when it happens.

If you are using Firefox, maybe you have Caret Browsing turned on? Tap the F7 key one time, then test to see if things have returned to normal. The F7 key is an off/on key for Caret Browsing.
