Is it proper to use "however" in 2 consecutive sentences, is there a rule regarding this?

Yes any, there is, sorta, and you're to be congratulated, along w/Ori, for your interest in our crazy Eng Lang. Many of us 'writers,' and I use that term hesitantly, almost automatically avoid such repetition by the use of syns

In the 1980s, I ran a fishing gear store, however I knew nothing of fishing. I rode a motorcycle in those days, however I did not have a licence* to do so.

*Spelled "license" in USA.

Two consecutive sentences, each containing 'however', not breaking any rules. There are very few rules, if any, governing consecutive sentences. Whether the effect is elegant or clumsy is another matter, and this, perhaps, is the IOP's concern?
