It probably means most in an Australian context.

Our two main parties try to leverage Australia's dark underbelly of inherent racism and isolationism by demonising asylum seekers, the right in particular continual refer to them as criminals (there is no crime in seeking in asylum) at the time (2011) FirstDog drew this it was a dramatic acceleration of the race to the bottom in the 'debate'.
The cartoon was resurrected last week by the twittersphere after the right's shadow minister for immigration made a call that communities should be alerted to the presence of refugees in their midst after a man was charged with sexual assault. The Shadow Minister went on shock jock radio and spawned a bunch of right wing demonisation of refugees, even though any analysis shows that of the 12,000 refugees admitted into Australia since 2010 only 5 have been charged with anything, even if they were all found guilty that would make refugees 45 times less likely to commit an offence than the average Australian. And that we don't even alert communities to the presence of convicted offenders if they're citizens.
It is truly pathetic for a nation with a long and proud history of accepting refugees in earlier times.
