TOEFL writing score

Is there any clear relationship between the number of words you write in the second task of TOEFL writing and your grade. I have heard that to get more than 21 you need at least about 350 words.
Is this true?
Do any one here get high score in this part (more than 24) and his essay was less than 300 words??
