First thing I notice with a quick look is that there are 3 sets of AA. Maybe they separate words? Not sure

It looks like a Playfair Cipher... but without a key word, it's impossible to decode...

No, there are definitely Js in there, but there's one letter I don't see...
I can't figure out which letter it has been replaced with though because the letter isn't in many words in the English Language. I think there is only one Neopet that begins with this letter. Could be a clue?

I doubt it's a playfair cipher for several reasons. I think it has more to do with shifting then counting

Every set of 2 letters stands for 1 letter. Here's the first one:
TZ=20+26=46
46/2=23
23=W
And so on.....

My first instinct about it WAS playfair, but then I saw 'AA', 'RR', 'UU', and 'II' and a 'J' then I remembered something about a telephone code from an old book I have. I can't find an explanation of it on the internet, but you would need a set of letters to solve it. I don't think it would require a key to solve.
