why when you see a computer moniter on tv there are lines rolling down the screen like the tracking is off on a tape?

the nominal scan/refresh rates for computer monitors differ from the scan/refresh rate for a standard video device. They can be synchronised to perevent the raster effect, but that's somethin' not usually done other than for more polished productions. It doesn't make much sense to take the effort for a news video, for instance.

You'll very often see a similar effect when an active TV screen is in a video shot - the TV bein' shown is not in synch with the device recordin' or broadcastin' the scene, even though the scan/refresh rates are nominally the same, they're not synchronized with one another.

they sell a pccard on ebay that works a long side the video card that lets you get a jiggy with going to a tv - but them my regular video card does the same thing.
