Any legal way to upload songs to your website?

Is there any legal way to upload songs to a website? For instance if someone owned the cd, could they upload the song onto their hardrive and then upload it onto the internet and use it for background music?

Only if they get the permission of the rights holder - or you move to a country with extremely lax intellectual property laws. (even then precedents have been set in the past where the content of a website has broken the law in the country in which it was viewed but not the law of the country in which it was hosted)

Short answer: no.

Long answer: legally, you can only use recorded music on your website if: (1) the amount of music that you use is small enough to constitute a "fair use" of that material under the copyright laws (for complicated reasons, that's not likely); or (2) both the underlying copyright in the music (the (C) copyright) and the performance copyright (the (P) copyright) are in the public domain; or (3) you've obtained permission from the copyright owners to use the work.
