There's a theory that Roe vs Wade serves the same purpose. Republicans Inc. would rather not see the law overturned and thereby losing a huge block of zealous, reliable, one-issue voters, probably forever.

How about the million times some popular figure has said "these emergency powers are just temporary" ?
