How to Size New Windows

Is there a setting through which I can open new windows to full size? Currently in a cascade setting, they're half-size.

Open one window and stretch it to full size and then close it. Windows should remember to open it the same size subsequently.

click on the window, then press key "F11" (at top row on keyboard)...
