how can I reformat and load a new OS in Gateway computer ?

I have a Gateway computer I picked up that had a bad power supply. I replaced it but the computer will not boot up and I do not have the original re-boot disc. I want to wipe the "Gateway" info and reload it with Windows XP. Is it possible?
