I purchased a SIM Card by mistake. Is there any way to get a refund? Is there a regulatory agency with jurisdiction over the companies that sell SIM Cards to the public?

Yes. It was dispensed by a machine right next to a pay phone. I thought it would enable me to make phone call.
My friend bought a pack of Trojans when he wanted some chewing gum. He didn't get his money back. Was the SIM very expensive?

If Gollum didn't know what a SIM card is, and mistakenly bought one from a vending machine, thinking it was a phone card, or did know but was careless or hasty, I don't think any misrepresentation took place. No basis for a claim.

Did you type an additional 800? Should it be 1-800-SIMCARD ?
When I called 1-800-SIMCARD, I heard a recorded message stating that I could leave a message. Nothing was said about any connection to Simcards.
