underrated cartoon - blue hair mermaid

Ok. This was on my mind from some time. So there was this awesome cartoon , with a blue hair mermaid kidnapped by this villain with vertical red mouth. The men in love with the long blue wavy hair mermaid and had to collect this tiny stars in order to gain power and rescue her. Those any of this remands someone of the cartoons name ?
