Is it bad practice to link heading text?

Basically I have a contents page of technical acticles. The title of each article is in the <H2> tag, and linked to the actual article. A short description is underneath each heading.

good bad?

The heading text is supposed to reference content on-page (as opposed to off-page).

As such, it is valuable text for on-page optimization.

I have done no studies to determine whether it is more powerful in use as anchor text.
