Change Operating System Language?

Want to buy a desktop (Dell) in the US for a Spanish speaker. The unit only comes with Windows 10 Operating System in English. How much can be changed to Spanish using the Windows tools?

You can change the keyboard layout if you want, and also the display language, from the Settings menu.
