XP File Browser Dialog Broken

I've been having issues with the file browser dialog for the last year or so. I'm talking about the directory manager window that comes up when choosen to save a file.

The issue, which is very inconsistent, is that it sometimes causes the program to stop responding for 5 or so minutes or permanently. It happens when I try to change the target directory to something other than the default directory that is selected when it opens.

I'm wondering if there is a certain assembly file that deals with this which I could repair
