A cool thing I saw on a website!

I am a rookie at all this - I am having a website created for me and I was wondering if anyone could tell me how the website Edit (Moderator): Link removed does the cool trick with the flying numbers on it's home page?????
Please tell me what this is called and how to order it or how to get it from the person making my website, which is a business website for a weight loss/ wellness product! I want to have flying sparklers on my site to create a generally tacky and sensational looking homepage!
