Can the word 'toddler' be used not only reffering to children between the ages of one and three? Can I use it as a synonym to 'baby' when talking about a child that is less than 1 year old?

No, you cannot. Toddle is a verb meaning to walk unsteadily and with short steps, and usually is applied to children learning to walk--although there is a figurative use. It can only be applied to children who are learning to walk, or who have only recently learned to walk.
