Because prices are based on supply and demand. Apple has the supply locked up and there are a lot of people demanding them.

phone support for Mac is for those under warranty only. I have had phone service 4 times when out of warranty for free. Recently my charger failed. It was replaced for free, out of warranty. The genius bar provides face to face skilled consultants for free about ant question for all users (in cities ) I know someone spilled wine in the laptop keyboard and repaired for free. Later an out of warranty repair value $800 and the bill waived. repaired for free. yes more expensive but the service is the best.
