Child support in california

the child support that non custodial will pay is set to $350 plus 50% childcare cost and medical expense uncovered by insurance. The mother was granted to move to another state with child and planned to attend school once they relocate. She moved because her new boyfriend is working there. They moved 2 months ago and she failed to provide copy of school schedule or proof that she is attending school. She enrolled the child 4 yrs old fulltime in daycare M-F 8-6 pm inspite the father objection. (They have joint legal custody).father reason was mother is available and he could not afford the daycare that she selected. Father also ask the mother is perhaps they can start the child half day 3 days a week because father also understands the importance of education and structure. Father gave several option for other cheaper but quality daycare however mother ignores it.
We have a feeling that she started working and just refuse to tell us to avoid modification of child support. What should be our next step?
