Recently a construction crane crashed into the street causing death, injury, large dollar damages.
Why don't companies that operate construction cranes erect three poles around the crane with a height equal to the maximum height of the crane. Then hang strong tarpaulins between the poles. I believe three tarpaulins would substantially reduce the force of the wind hitting the crane.
Thereby all but eliminating the risk of the crane falling over.
